The annual fibre-to-the-home (FTTH) conference in Copenhagen raised fears that the UK could be limiting its global competitiveness if it did not invest in the fibre optic cables needed for FTTH infrastructure.
FTTH rankings are issued twice a year, with the technology considered an integral part of next generation networking.
Some 20 countries are registered FTTH providers an increase of almost one third July 2008 figures but the UK is still not.
Communications minister Lord Carter's interim Digital Britain report, published last month, called for the installation of high-speed broadband infrastructure in the UK but did not commit the government to a fixed amount of investment to support the laying of fibre optic leads.
Lord Carter said every household in Britain should be connected to broadband by 2012.
