Next generation networking equipment, such as fibre opticstructured cabling, is expected to be at the heart of the government's Digital Britain report.
Communications minister Lord Stephen Carter is expected to propose connecting every household in the UK to broadband by 2012.
Lord Carter, who is head of the media regulator Ofcom, is also expected to introduce proposals to tackle online music and film piracy.
His final report will be made available in June and will also address the issue of public service broadcasting commitments imposed on ITV and Channel 4.
Under current legislation British Telecom is expected to offer everyone in the country a standard dial-up internet connection but there is no compulsion to offer broadband to every UK resident.
In related news, AboveNet, which was one of the first companies to lay fibre optic leads in the City of London, claims eight out of ten of London's largest banks are connected to the high-speed 10GB network.
