The Fibre to the Home Council of Europe (FCE) has added its recommendations to the continent-wide consultation into next generation data networks.
FCE's 27 page response to the consultation, which is investigating the viability of next generation access networks, concludes that competition based access to passive networks is the best approach to the technological roll out of high-speed networks.
Among the group's recommendations is the promotion of mandatory provision of pre-cabling for all new buildings across the whole of Europe.
The council has also recommended that regulators give guidance on the sharing of next generation networking resources.
According to the FCE, "the future needs of broadband users can only be met by bringing fibre directly to the subscriber."
Copper wires currently used in the UK offer maximum broadband speeds of 24MB with ADSL2+ technology but fibre optic cabling can provide up to 100MB, according to Broadband Watchdog.
